The Association of Groups and Organizations of Agricultural Producers FRULEG-RO was founded in 2016 as a result of the desire of its members to represent and support the interests of recognized associative forms and producers in the fruit and vegetable sector in relation to national, European or private authorities.
The ASSOCIATION OF GROUPS AND ORGANIZATIONS OF AGRICULTURAL PRODUCERS “FRULEG-RO” is the Romanian private law entity, non-profit, non-governmental and apolitical. (?)
The association is organized in accordance with the provisions, Ordinance No. 26/2000 with subsequent amendments and additions, as well as with the rules of the Romanian legislation in force.
The ASSOCIATION OF GROUPS AND ORGANIZATIONS OF AGRICULTURAL PRODUCERS “FRULEG-RO” brings together groups, producer organizations, associative forms and individual producers in the vegetable and fruit sector.
The FRULEG Association focuses its activity on the development of the agricultural sector, in particular the horticulture, in Romania and promotes the interests of its members, offering them support, assistance and training
PURPOSE
The purpose of “FRULEG-RO”: representing the professional interests of its members, producers in the Romanian horticultural sector, at the level of local, central-national and international authorities, in order to develop this agricultural sector by improving the legislative framework, active participation in the programs applied to the vegetable-fruit sector, participation in the elaboration of the National Strategic Plan, attracting programs and sources of funding at European Union level, as well as by carrying out professional training programs for staff in the field.
Belonging to another association is not an impediment to collaboration to achieve the proposed goal, namely to identify the problems of the sector and find the optimal solutions for its development.
FRULEG RO : Activity from 2016’- till now
Successfully implemented actions:
- improving and streamlining the PROGRAM FOR THE CONSUMPTION OF FRUITS IN SCHOOLS;
- elaboration and transmission of proposals on exceptional measures for the compensation of vegetable and fruit producers as a result of the embargo imposed by the Russian Federation;
- the creation and maintenance of a bilateral communication with MADR and the other competent institutions on the problems of the sector, with the aim of improving the legislative framework and programs to support vegetable and fruit producers;
- recognition of the representativeness of the Association for the Vegetables-Fruit sector by MADR, as attested by regular participation in the debates on sectoral projects;
- improving the framework for plant protection product management by developing and communicating official addresses to decision-makers (MADR, ANF, AIPROM, ICDPP, OIPA);
- the selection of the FRULEG Association as a partner by MADR in the process of elaboration of the 2021-2027 NPS;
- support for debates within MADR, as well as the transmission of addresses to the Chamber of Deputies – Committee on Agriculture, Forestry, Food Industry and Specific Services on Amendments to the Cooperative Law 566/2004;
- approval of the establishment of the Council on the agri-food product line under MADR.
OBJECTIVES AND ACTION STRATEGIES
The FRULEG association strategy starts from the following landmark:
“2020: Poor organization & representation of the interests of vegetable and fruit producers at national level, as well as lack of a unitary vision of the horticultural sector development strategy”
The main objectives of the Association:
- PNS 2021-2027 – being appointed by the Ministry of Agriculture to participate in the development process of THE PNS 2021-2027, FRULEG will aim to include appropriate measures to promote the development of the sector it represents a.i. to be a real support for its members, leading to increasing the competitiveness of products both nationally and internationally
- Representation of the interests of its members within the future Council on the agri-food product line as a component member on the vegetable and fruit chain
- Improving the legislative and fiscal framework on major problems in the sector by involving in the elaboration of draft normative acts concerning the agricultural and horticultural sector in Romania (submission of memories, draft laws, legislative proposals, etc.)
- Strengthening Romania’s position in international agriculture
- Strengthening consumer confidence in Romanian products
- Increase the competitiveness and productivity of products in the vegetable and fruit sector
- Increase the knowledge of its members in the field (technical, economic, legal)
- Improving market orientation
Action strategies:
- Identification and prioritization of the most pressing problems in the sector;
- Representation of the members of the association within the Ministries and local authorities and maintaining permanent contact with them;
- Drafting and proposing normative acts, arrangements and agreements that promote and protect the interests of the members of the grouping;
- Informing members about the legislative changes;
- Representation of the members of the association at national and international exhibitions;
- Collaboration and organization of exchanges of experience with similar organizations in the country and abroad;
- Organizing congresses, conferences, symposiums, scientific meetings, workshops, debates and roundtables with specialists in the field;
- The editing of publications in the field;
- Conducting prospecting and marketing activities in the field of fruit and vegetable production and trade in the country and abroad;
- Providing technical, economic and legal advice for its members;
- Consultancy in the development of projects, documentation and specialized assistance for obtaining loans, subsidies, financial support and tax facilities;
- Mediation of the existence of the grouping and its members, tenders and requests for tenders of the grouping and its members;
- Attracting new members;
- Carrying out charitable activities (donations, meals for disadvantaged categories, etc.)
